Regulation for holding competitions.

 
1. Goals and objectives of Ultramarathon
    

Ultramarathon (below mentioned as "Competition") is held with the aim:

- attracting the population to regular physical training and sports;

- popularization of long distance running;

- identify the strongest athletes;

- acquaintance with the nature of Volgograd region.

2 Time and place of the competition 

The competitions are held May 25-26, 2019 in Pallasovskiy district of Volgograd area in three stages: 1st stage – the night race around the lake Elton, 2nd stage - up to Lake Botkul and back, the third stage - through the mountain Ulagan and Soroch Bulka.

Local time is  UTC+4:00.

 The official start address of the competition: Russia, Volgograd region, Pallasovsky district, Elton settlement, st. Vokzalnaya, 24. The date of the opening of the competition: May 25, 2019 at 20.00. The date of the completion of the competition: May 26, 2019 at 22:00. There are 6  confirmed distances:  «Lost Lakes Ultra», «Lost LakesRelay» (relay race), «Elton Night Ultra», «Botkul Ultra», «Gagarin Race» and a fun run «Fun Run».

 The place of  start and finish for all the distances: Culture House of Elton, 24, Vokzalnaya Street,  (below mentioned  as "Staring Town").

3 Management of the competitions 

The organizer of the competition is the company LLC "ULTRA 100". The direct hosting and judging of the competition is entrusted to the Organising Committee. The director of the competition - Vyacheslav Glukhov - has the highest authority in relation to all of the rules, their interpretation, and also control over their observance. There is no "Appeals committee" and an "Appeal procedure” in Elton Volgabus Ultra.

4 Requirements for participants and conditions for their admission

       The competitions are of a personal and team character. All race participants and their support teams agree with the terms and conditions of this provision and undertake to obey them strictly. All participants in the competition must be presented with receiving the start package the following documents:

- original passport;
- original medical certificate with the admission to participate in the competitions, signature and seal of the doctor and the stamp of the medical institution, with the date of issue not earlier than 6 months before the beginning of the competition. The reference remains in the organizing committee for the time of the race. Participants wishing to keep the certificate must present the original and a copy of the certificate. The text of the certificate can be "Name, date of birth, according to the results of the medical survey is allowed to participate in cross-country racing at a distance of up to __ km. "
- life and health insurance of an athlete from accidents during the days of the competition.

Participants who do not show a certificate and insurance are not allowed to compete.

Getting a start package for another person is possible only upon presentation a handwritten power of attorney, an original medical certificate, an insurance and a copy of the ID of the person for whom the starting package is obtained.

The age of the competitor is determined at the time of the opening of the competition – 25 May, 2019.
Attention! organizers reserve the right to refuse any candidate registration for the distance "Lost Lakes Ultra", if they do not consider 
the experience sufficient preparation of the candidate or his willingness to complete this race.
All participants must adhere to high standards of sport behavior, and also the principles of mutual assistance. This includes compliance with 
this Regulation, respectful attitude to other participants of the competition, volunteers, organizers, local people and the environment. 
Safety during the race is of paramount importance.

5 Compulsory and recommended equipment required for admission to competitions

While on the track, all participants must have the following compulsory equipment. Organizers recommend that all participants also have additional equipment.

Required equipment for the distance "Lost Lakes Ultra":

- backpack or equivalent (running vest, belt bag);
- a container for water (hydrator, drinking bottles)
- at least 1.5 liters of personal water (at the start);
- headdress;
- mobile phone with a charged battery (NOT mobile operator MTS), only "Tele2" has connection in the "Botkul Ultra" section;
- organizers phone number (will be issued at registration);
 - sunglasses; 
- headlamp with a set of spare batteries that provide work not less than 9 hours. The recommended luminous flux is at least 150 lumens;
 - rear flashing light;
 - extra socks; 
- isothermal rescue cover;
- whistle or signal feeder;
 - breastplate, attached in front in a prominent place.

Recommended additional equipment for the distance "Lost Lakes Ultra":

- device that supports receiving a GPS signal, for navigation in case of deviations from the marked route;
- a reflective waistcoat;
- sunscreen (lotion) with a protective factor (SPF) of at least 40;
- personal first-aid kit: elastic bandage, diarrhea tablets, painkillers (such as ketones or analogues thereof), electrolytes, plaster, bandage;
- long sleeves  T-shirt ;
- waterproof cape (jacket);
- a mug (not a glass);
- energy bars or other solid foods;
- spare battery for mobile phone.

Required equipment for the distance "Elton Night Ultra":

- backpack or equivalent (running vest, belt bag);
- a container for water (hydrator, drinking bottles)
- at least 1 liter of personal water reserve (at the start);
- the mobile phone with the charged battery is on (NOT mobile operator MTS);
- phone number of the organizers (will be issued at registration);
- headlamp with a set of spare batteries that provide work not less than 9 hours. The recommended luminous flux is at least 150 lumens;
- rear flashing light;
- isothermal rescue cover;
- whistle or signal feeder;
- breastplate, attached in front in a prominent place.

Recommended equipment for the distance "Elton Night Ultra":

- device that supports receiving a GPS signal, for navigation in case of deviations from the marked route;
- a reflective waistcoat;
- sunscreen (lotion) with a protective factor (SPF) of at least 40;
- personal first-aid kit: elastic bandage, diarrhea tablets, painkillers (such as ketones or analogues thereof), electrolytes, plaster, bandage;

Required equipment for the distance "Botkul Ultra":

- backpack or equivalent (running vest, belt bag);
- a container for water (hydrator, drinking bottles)
- at least 1.5 liters of personal water (at the start);
- headdress;
- the mobile phone with the charged battery is included (the mobile operator - TELE 2);
- organizers phone number (will be issued at registration);
- Sunglasses;

*IMPORTANT! The participants of the "Botkul Ultra" “Relay race” “ Lost Lakes Relay” mast have in the list of “compulsory equipment” a head lamp with a set of spare batteries.

Recommended equipment for the distance "Botkul Ultra":

- sunscreen (lotion) with a protective factor (SPF) of at least 40;
- personal first-aid kit: elastic bandage, diarrhea tablets, painkillers (such as ketones or analogues thereof), electrolytes, plaster, bandage;
- long sleeves T-shirt;
- energy bars or other solid foods;
- spare battery for mobile phone.

Recommended equipment for the distance "Gagarin Race":

- at least 0.5 liters of personal water;

 Attention! Elton Volgabus Ultra will check all the compulsory equipment before the start for all participants: for the distance "Lost Lakes Ultra", "Elton Night Ultra "," Botkul Ultra "and before going to the" Botkul Ultra "stage of the relay race" Lost Lakes Relay ». Any participant of any distance can be checked for availability of compulsory equipment directly on the track. Organizers reserve the right not to admit the competitor to the start, or to withdraw from the race, or to fine additional minutes in the absence of compulsory personal equipment.

At the time of the start, the participants of the "Lost Lakes Ultra", "Elton Night Ultra" and stage "Botkul Ultra" relay races should include a headlamp and a flashing rear light.
The breastplate number should be placed in a conspicuous place. To remove the breastplate number is not allowed until the moment of completion of participation in competitions. When passing the support / nutrition point at night, you need to inform volunteers their starting number.


       6 General information about the sport competition

Competitions are held over rough terrain in the semi-desert zone on the the territory of Pallasovsky district of Volgograd region, most of the distances is laid along the Eltonsky Nature Park. In addition to the total time allotted for overcoming the distance, also intermediate control points:

A participant who does not meet the specified time limits is removed from the race. If one of the participants of the relay race does not fit into the limit - the result of the team is canceled, and the participant's result falls into the individual standings. If a competitor withdraws from the race, he must notify one of the responsible persons of the race, before leaving the route. Under no circumstances the participant can leave the race without prior notice to the Organizer.

If a participant das not inform the Organizer before leaving the race, and they are lost, the Organizer can take any action to search and rescue the missing participant, including the involvement of special services. Participant is responsible for paying for the search costs in such circumstances.

Description of the distances:

Elton Night Ultra:

The length of the distance is 84 km. The route of the race passes in a circle around the marked route: from the base camp "Starting town”  (start), Elton, around the lake Elton, to the base camp "Starting Town" (the start and finish points coincide). The food points will be located at an interval of 10 km +. The exact distance will be determined depending on the terrain and will be announced on the route maps.

On the route in the camp "Krasnaya Derevnya", a camping for stationary reception of food: with hot drinks and hot food, massage, toilet, sockets for charging a mobile phone or a clock and with the possibility short-term rest athletes. Here, the brigade is on duty with qualified medical care

«Botkul Ultra»:
The length of the distance is 100 km. The route of the race passes through rough terrain from the base camp "Starting town" (start) in Elton, through the Bolshoi Simkin village before Botkul Lake, then turn around and return back the same route to "Starting town" (the start and finish points coincide).

On the route to the Bolshoi Simkin camp organizes a base for in-patient meals: with hot meals, drink, massage, toilet, sockets for charging mobile phone or watch and with the possibility of short-term rest athletes. Here, the brigade of qualified medical care is on duty.

IMPORTANT! At a distance, only the TELE2 mobile connection periodically works. The rest of the operators switch to roaming due to their proximity
to the border with Kazakhstan.

«Gagarin Race»:
The length of the distance is 21 km. The route of the distance runs through a rough terrain from the base camp "Starting town (start)" of Elton through Ulagan mountain, then to Forty Beam and back to the base camp "Starting town" (finish). The terrain is hilly.

«Lost Lakes Ultra»:

The length of the distance is 205 km. The distance route covers three stages in the next order: "Elton Night Ultra", "Botkul Ultra", 
"Gagarin Race". See the detailed description of all the distances above. 

In addition to the large stationary camps "Krasnaya Derevnya" and "Bolshoi Simkin" in the base camp "Starting town" will also be organized a food station with hot drinks and hot meals, massage, toilet, shower, sockets for charging mobile phone or watch and with the possibility of a short-term rest athletes. Here the brigade of the qualified medical care is on duty.

«Lost Lakes Relay»:

The total length of the distance is 205 km. Length of stages: 1 stage ("Elton Night Ultra") - 84 km, stage 2 ("Botkul Ultra") - 100 km, 3 stage ("Gagarin Race") - 21 km. Control time and  intermediate points, see point 6 in Table 1.

Each member of the relay race must pass the baton to another member of the team not later than the set time limits. If one of the participants in the relay race is disqualified or out of range - the team result will be canceled from team the competition, but other participants can complete the race in an individual standings. The team should consist of 3 people and can be completely male, female or mixed. It is allowed to participate only 2 people: then the 1st and 3rd stage of the relay race one and the same athlete. In each team there should be a team captain, who directs the actions of the team and transmits the necessary information to organizers.
Before going on the stages of "Elton Night Ultra" and "Botkul Ultra" the participant of the relay race must pass the compulsory equipment check.

Each team member must wear decals or an item of clothing, Determining that they are members of the same team with a clearly  indicated name of the team.
Individual result of all participants in the relay race, regardless of the general time of the team, falls into the ITRA protocol with the assignment of ITRA points.

7 Feeding points, outfields, features of the route.

The nutrition points will be located at an interval of 10 km +. The exact distance will be It will be determined depending on the terrain and will be announced later. Location: and the intervals between them can be changed depending on the weather conditions. In the event of a change in the location of feeding points, participants will informed about this before the start.

On the track Elton Volgabus Ultra athletes have to overcome several prolonged ascents and turns in the middle of a desert landscape.

The marathon route will be marked with light-reflecting flags and LED lights and / or glow plugs (at night) at intervals about 200 meters depending on the terrain and visibility conditions. Pointers kilometers will be located on the highway every 10 km. Places with inconvenient (controversial) orientation on the terrain (on forks, crossroads, etc.) will be marked with additional direction indicators. If the markup is not visible at a distance of 500 meters on an obvious course, it is necessary to return to the last known mark and get on the right route.

Attention! Each participant of the "Lost Lakes Ultra", "Elton Night Ultra", stage "Botkul Ultra" relay races “Lost Lakes Relay”, as well as pacemakers should maximize responsibly approach the selection of the headlamp for the race and have an alternate a set of batteries that provide work for at least 9 hours. Recommended power the luminous flux is 150 lumens.

In case of occurrence of circumstances of an irresistible force (natural phenomena: dust and sand storms, fog, rain, hurricane, etc., theft of 
marking elements third parties), not dependent on the organizers, which caused the deterioration of visibility and quality of markup, each 
participant is responsible for making solutions for orientation on the ground. However, the organizers for their part, will make every possible 
effort to restore safe navigation on the track.

For participants of the distances "Lost Lakes Ultra", "Botkul Ultra", "Elton Night Ultra" there will be a possibility to make "transfers" from personal things to the track. For the distance "Lost Lakes" Ultra "is a village" Krasnaya Derevnya "(48 km), the Starting Town and the" Bolshoi Simkin ", for" Elton Night Ultra "- 1 point -" Krasnaya Derevnia "(48 km), for" Botkul Ultra "- 1 point "Bolshoi Simkin." The organizers reserve the right to change the route of the trip (with mandatory informing the participants of the competition), if such changes are caused external factors or reasons beyond the control of the organizers.
Attention! In case if a health professional sees any obvious physical damages of the participant, at the first request given participant must leave the race, proceed to the specified transport for further transfer to the settlement of Elton.

8 Support for participants at a distance

Throughout all distances, participants will be supported through food points and support points provided by the organizers.
In the territory of the Natural Park, any forms of external support are prohibited. When the establishment of unauthorized escorts (bicycle, auto, motorcycle, family members, fans) in the territory related to the Natural Park, the race participant will disqualified, and his result is canceled.
Each participant overcoming the Elton Ultra stages, Botkul Ultra can declare its own pacemaker. A pacemaker is a person who accompanies a participant in the authorized sections of the distance, controls its pace, periods of nutrition and performs other actions aimed at improving personal results. A pacemaker can not carry food, shoes, a lantern, clothes and other equipment for someone other than for themselves.
Only water or moral support is allowed.

The participant must notify the organizer of his pacemaker by mail elton@ultra-100.com no later than 7 days before the competition.

The pacemaker must be with the accompanied party all the time, except emergency cases. If the participant decides to leave the race, and the pacemaker wants to continue moving, he / she (pacemaker) stops at the power point

While another athlete does not reach this food station and does not ask for a favor pacemaker. A pacemaker cannot continue on his own, without participant’s accompaniment.

A pacemaker must be over 18 years of age. A pacemaker should have headlamp. The pacemaker must receive a special breastplate number with  the inscription Pacemaker. A participant may have only one pacemaker on one site.

When establishing rough interference with an accompanying / pacemaker in relation to others participants of the race will entail disqualification. A pacemaker needs to obtain permission in the Border Department http://admpallas.ru/news/messages/4486/pu.volgobl@fsb.ru, tel.8 (8442) 39 68-87 for a pass to the border area near Lake Botkul.

All family members and fans can only be in the “Starting Town” and in within the village of Elton.

The participant support group can permanently accommodate the support camp up to the start of the start at any point of the distance that is not part of the natural park zone. For this you must first notify the organizers by e-mail: elton@ultra-100.com about intention to place a camp. Movement of the camp is allowed only after graduation of the race.

Unauthorized placement of the camp at a distance will entail disqualification of the participant.

Attention! Participants must overcome the distance themselves. Any personal accompaniment of participants (without prior notice to the organizers) is permissible only within the settlement of Elton from the railway station Yuzhny to the railway station Severny (asphalt road coverage). Third-party assistance, in the form of pushing, supporting, etc., is prohibited throughout the entire distance. When the establishment of unauthorized escorts (bicycle, auto, motorcycle, family members, fans) the race participant will be disqualified, and his result is canceled.

Every volunteer, regardless of whether his friend, relative, etc. participates at competition, must assist and serve all participants of the race in the spirit of "Fair play" (fair play), on equal terms;

Athletes over 65 years of age, on an exceptional basis, may accompany individual support (by bicycle or jogging) throughout the race. Participants in the competition are prohibited from using illegal stimulants and narcotic substances, as well as alcohol of any kind during the race. During the period there is a doping control, which is carried out with compliance with the requirements of the international standard for participant testing sports competition, which is fighting against doping and recognized by the International Olympic committee.

9 Determination of winners and rewarding

Winners are determined for the best time according to the rules competitions of the All-Russian Athletics Federation: at each distance in categories "men" and "women."
Prizewinners in absolute superiority at distances in the categories "Men" and "Women" are awarded certificates, prizes and gifts from sponsors and organizers of the competition.
Participants in the distances are divided into the following age groups: 18-29 years (for Lost Lakes Ultra - 21-29 years), 30-39 years, 40-49 years, 50 years and older.
If in one of the age groups less than three athletes participate, this group can be combined with a younger one.
All participants of the competition, who have completed the race, are awarded a commemorative medal and electronic certificate of competitions with indication of distance and place in age group. Absolute winners of 3 distances are awarded with cash prizes. 
Rewarding in the relay race “Lost Lakes Relay” is held among women's teams, men's teams and mixed teams.

10 Requests for participation 

The maximum number of participants is 700 people. Registration, applications for participation, acceptance of the offer are made from September 9, 2018 with 08:00 to 19 May, 2019 through the site of the organizer http://elton-ultra-trail.com/ or through the site agent https://russiarunning.com/.
When the limit is reached in the number of participants, the organizers reserve right to close registration. A participant who has canceled his application has the right to transfer his slot to another participant by prior agreement with the organizers by e-mail elton@ultra-100.com Starting packages with breastplates will be issued to registered and who paid the registration fee to participants in the starting town from 23 to 25 May, 2019.
In case of illness or refusal to participate in the competition, 80% of the registration fee can be returned at the written request to the e-mail elton@ultra-100.com, but no later than April 25, 2019. After April 25, 2019 the registration fee is not refundable.


11 Entry fee

Veterans of military actions, mothers with many children / fathers pay 50% of the application fee. (In order to receive this benefit, you must first contact organizers by e-mail and present a corresponding certificate). Participants who paid the entry fee are guaranteed to receive the starting number and full package of the participant. The organizers reserve the right to change the size of the entry fee, associated with a sharp change in the exchange rate, the economic situation, etc.

12 Participants' safety

All participants of the race are personally responsible for their safety and health.
All participants should have a full understanding of the risks associated with participation in the Elton Volgabus Ultra, and take these risks on yourself.
By submitting an application for participation in Elton Volgabus Ultra, the participants guarantee that aware of their health, their own physical opportunities and the level of their technical skills.
The competition will be provided by qualified medical personnel with necessary equipment for first aid.
All participants should understand that the competition takes place in remote areas and Transportation to the nearest hospital may take several hours. By submitting an application for participation in the Elton Volgabus Ultra, the participants confirm that remove from the organizers of the marathon any criminal and / or civil liability in the event of bodily injury or property damage, received by them during the race.
The race is held in the border zone with the Republic of Kazakhstan. Availability of documents, identity cards. For foreign participants it is compulsory obtaining an individual pass to the border area: details - pu.volgobl@fsb.ru, tel.8 (8442) 39 68-87.
 Mobile communication from "MTS" in the settlement of Elton is absent, at the distance "Botkul Ultra". Only "Tele2" works, at other distances we recommend to use communication services from operators "Bee Line", "Megafon", "Tele2", "Yota".

13 Conditions for reception of participants from other cities

Accommodation of non-resident participants is financed by sending organizations and personal funds. Reservation of places for accommodation in Elton village is carried out by participants themselves.

14 Environmental protection

Elton Volgabus Ultra is partially held in a specially protected area in the Eltonsky Nature Park; On the marathon route it is forbidden to throw out garbage and cause harm to the surrounding environment. All garbage is left at food points or in specially designated for this place.

The final decision on fines and disqualification are up to the Organizer competition. At the descent from the distance the participant must pass the breastplate number. 
The organizing committee Elton Volgabus Ultra decided not to use plastic cups and polyethylene bottles on the competition track. All polymer dishes will be replaced by paper. Fresh drinking water will be stored in special container tanks at each support point and in camps "Krasnaya derevnya", "Bolshoi Simkin" and "Starting Town". Each participant there will be an opportunity to fill with water their own drinking tanks and hydrators.

A large number of volunteers from different cities of Russia is involved in the organization of "Elton Volgabus Ultra". Please, treat their work carefully. They also need support.
